Building Vision 2030: Inside Saudi Arabia’s $2.5 Billion Urban Transformation Project with Chinese Support

Saudi Vision 2030 represents a strategic economic transformation aimed at diversifying the economy away from oil and strengthening major infrastructure projects. The $2.5 billion housing and industrial city project embodies this transformation. It is being implemented by Chinese companies led by China Machinery Engineering Corporation (CMEC) in partnership with the Saudi National Housing Company.

The integrated project includes the construction of 20,000 homes, as well as factories and full community infrastructure, underscoring China’s role as a key trade and development partner for the Kingdom. Linked to the Belt and Road Initiative and Saudi Arabia’s growing demand for construction, the project reflects a broader trend among Global South countries toward large-scale practical cooperation and signals a rebalancing of economic influence in the Middle East.
